Complaints
The CSPA includes police oversight and discipline processes to ensure more accountability for the policing sector, improve fairness for officers and increase public confidence and trust in the police discipline process. There are two types of public complaints:
- Against the conduct of an Owen Sound police officer or special constable. See Law Enforcement Complaints Agency (LECA) below.
- Against the policies of, or services provided by, the Owen Sound Police Service. See Inspectorate of Policing (IOP) below.
Law Enforcement Complaints Agency (LECA)
Formerly known as the Office of the Independent Police Review Director (OIPRD), LECA is responsibility for receiving, managing and overseeing public complaints about misconduct of municipal police officers and special constables. As an independent civilian oversight agency, LECA ensures all public complaints against the police are dealt with in a manner that is transparent, effective and fair.
Those who feel their concern about an officer’s conduct can be resolved by speaking with a supervisor are encouraged to attend the Owen Sound Police station and have a conversation to clear up a question or complaint. These conversations do not have to be filed with LECA.

Inspector General and Inspectorate of Policing (IOP)
The Inspector General of Policing is a new policing oversight body under Ontario’s CSPA. The Inspector General is responsible for ensuring policing is delivered adequately and effectively across Ontario and that police board members are complying with the Code of Conduct. The Inspector General exercises independent compliance oversight focused on ensuring police services, police service boards and board members, and special constable employers are complying with requirements under the CSPA for policing and police governance.
The Inspector General of Policing is supported by the Inspectorate of Policing, a new organization comprised of professionals that are dedicated to driving improved performance in Ontario policing and police governance.
